What the weather here is

La Paz sits between 3,200 and 4,100 m depending on which neighbourhood, so the city has a 10 °C temperature gradient built into its own street plan. The altiplano is high, thin and freezes most clear nights; the lowland east is tropical, and takes the surazo — a cold surge that runs up from Patagonia across open ground and can drop Santa Cruz 20 °C in a day.
